Private visa for persons who share Russian traditional spiritual and moral values
Please note the Consular Section of the Russian Embassy in Iceland stopped visas issuing from August 1, 2023.
Visas can be applied at the consular representatives of the Russian Federation in Norway.
In accordance with point 4 of the Decree of the President of the Russian Federation of August 19, 2024 № 702 “On humanitarian assistance to people sharing traditional Russian spiritual and moral values”, the persons indicated in point 1 of the Decree may be issued ordinary private single-entry visas for a period of not more than 90 days .
The mentioned visas are issued for entry into the Russian Federation with a view to subsequently submitting to the territorial body of the Ministry of Internal Affairs of the Russian Federation an application for a temporary residence permit excluding the quota approved by the Government of the Russian Federation and without having to submit a document certifying knowledge of the Russian language, the history of Russia and the fundamentals of its legislation.

To obtain a private visa the following documents must be submitted to the Consular section:
· the request of a foreign citizen or stateless person (download the request in English);
· the foreign citizen's passport, valid for at least 6 months from the expected expiry date of the requested visa, with at least 2 free pages for the visa;
· the visa application form filled out on the website: https://visa.kdmid.ru , printed and signed personally by the applicant;
· a recent color passport photo, 3.5x4.5 cm on a white background, with a clearly distinguishable frontal image of the face, without sunglasses or head covering (with the exception of citizens who, for reasons of national or religious affiliation, are shown with their head covered in the passport photo);
· health insurance policy valid on the territory of the Russian Federation for the entire period of validity of the visa;
· a residence permit in Iceland (for stateless persons).

The application for issuing a residence permit is made in accordance with the procedures established by the Federal Law of 07/25/2002 No. 115-FZ "On the Legal Status of Foreign Citizens in the Russian Federation", as well as the Administrative Regulations of the Ministry of Internal Affairs of the Russian Federation on the provision of public service of issuing foreign citizens and stateless persons a residence permit in the Russian Federation, approved by the Decree of the Ministry of Internal Affairs of the Russian Federation of 06/08/2020 No. 407.
When submitting an application to the territorial office of the Ministry of Internal Affairs of the Russian Federation competent for the place of domicile in Russia, in addition to other documents (the complete list of which should be requested directly from the territorial office of the Ministry of Internal Affairs of the Russian Federation, where you intend to apply for the issuance of a residence permit), it is necessary to submit:
1) Document confirming the existence (absence) of criminal records.
The mentioned document must be obtained before entering the Russian Federation from the competent authorities of the country of citizenship and the country of permanent residence. The document in question must be apostilled. The Ministry of Internal Affairs of the Russian Federation has established that the document is submitted in the original accompanied by a translation into Russian (all pages, all annotations, stamps, seals, etc.). The translation or authenticity of the translator's signature must be certified at a Russian Consulate or a notary in the territory of the Russian Federation. Such a document is accepted within three months from the date of issue.
2) Medical documents in paper or electronic document format certifying the absence of use by the applicant of narcotics or psychotropic substances without a medical prescription or potentially dangerous new psychoactive substances and the absence of infectious diseases that pose a danger to others, as well as a certificate of absence of disease caused by the human immunodeficiency virus
(HIV infection ).
The medical documents and the mentioned certificate are issued based on the results of a medical examination carried out in medical organizations located in the territory of the Russian Federation in the manner established by the Decree of the Ministry of Health of the Russian Federation No. 1079н of 19.11.2021. The mentioned medical documents and certificate must be obtained and submitted to the territorial office of the Ministry of Internal Affairs of the Russian Federation within thirty days from the date of entry into the Russian Federation.
3) Document of payment of state tax, the amount of which is established by paragraph 22 of subsection 1 of Article 333.28 of the Tax Code of the Russian Federation.
When submitting an application for a residence permit at the territorial office of the Ministry of Internal Affairs of the Russian Federation, it is necessary to complete the procedure of state fingerprinting and photography registration.
